"Scamming" is more focused on describing specific behaviors. It refers to someone using unfair means in a specific situation or event. or avoid responsibilities, violate rules, or deceive others. For example, cheating in competitions, not complying with agreements, evading payment, etc. can all be called "cheating".
"Rogue" puts more emphasis on a person's character or character traits. A person who is called a "rogue" is usually considered to lack moral principles, be dishonest, and cannot be trusted. They may often resort to dishonest means to achieve their goals and be unwilling to accept their responsibilities.
